What does Virginia require for renters insurance? State law does not mandate a policy
As of August 24, 2026, Virginia does not impose a statewide renters insurance mandate or a statutory minimum coverage limit on tenants. Code of Virginia § 55.1-1206 instead permits a landlord to require renter's insurance as a condition of tenancy and to specify that requirement in the rental agreement.
A lease can therefore make renters insurance contractually required even though Virginia does not require every tenant to carry it. The practical question is not only what state law says; a Virginia renter should also check the lease for the required liability limit, proof-of-insurance deadline, interested-party wording, and rules for maintaining coverage through the lease term.
What are Virginia's minimum renters insurance limits? The statute sets none
Code of Virginia § 55.1-1206 sets no dollar minimum for personal property, liability, medical payments, or loss of use as of August 24, 2026. The lease and the insurance contract determine those amounts. A tenant should inventory belongings at replacement cost and choose a liability limit that satisfies the lease without treating the landlord's minimum as a complete needs analysis.
What happens without required coverage? The consequence comes through the lease
Virginia does not create a state fine for simply renting without a policy. If a rental agreement requires renters insurance and the tenant's policy lapses, § 55.1-1206(B) allows the landlord to provide landlord-arranged renters coverage and charge the actual premium cost as rent until the tenant documents reinstated coverage. Landlord-arranged coverage should not be assumed to match a tenant-selected policy.

How much does renters insurance cost in Virginia? The 2023 statewide average was $158 a year
The National Association of Insurance Commissioners reported an average annual Virginia HO-4 premium of $158 for 2023, compared with $173 countrywide. The NAIC published those figures in its 2026 homeowners insurance report. The Virginia figure equals about $13.17 a month, but the annual average is the regulator-reported measure and is not a current quote.
A Virginia renters premium changes with the rental address, construction and protection features, selected personal property and liability limits, deductible, prior claims, household characteristics, optional endorsements, and carrier underwriting. Compare quotes using identical limits and deductibles; a lower premium attached to less coverage is not an equivalent offer.

The cost table uses the National Association of Insurance Commissioners' Dwelling Fire, Homeowners Owner-Occupied, and Homeowners Tenant and Condominium/Cooperative Unit Owner's Insurance Report. The report was published in 2026 and covers 2023 experience. Its Virginia HO-4 row reports $158 a year; the countrywide HO-4 row reports $173.

What makes Virginia different? Three lease rules govern renters insurance
Virginia's Residential Landlord and Tenant Act addresses renters insurance directly. The following rules were verified in the Code of Virginia on August 24, 2026.
Can a Virginia landlord require renters insurance? Yes, through the rental agreement
Code of Virginia § 55.1-1206(B) allows a landlord to require renter's insurance as a condition of tenancy. A tenant may obtain a separate policy instead of using landlord-arranged coverage, but the tenant must provide written proof and maintain the required coverage during the rental term.
When a landlord obtains coverage for a tenant, § 55.1-1206(D) requires the policy to cover the tenant as an insured. The landlord must provide a policy summary or certificate before the rental agreement is executed, including whether the policy contains a waiver of subrogation provision.
How much may a landlord collect before move-in? The combined cap is two months' rent
Code of Virginia §§ 55.1-1206(C) and 55.1-1208(A)(7) cap the combined security deposit, damage-insurance premiums, and renter's-insurance premiums collected before tenancy at two months' periodic rent as of August 24, 2026. Section 55.1-1200 defines renter's insurance and treats landlord-collected insurance payments as rent rather than a security deposit.
What notice is required when a lease does not require coverage? Written property and flood warnings
If the rental agreement does not require renters insurance, § 55.1-1206(D) directs the landlord to provide written notice before the lease is executed. The notice must state that the landlord is not responsible for the tenant's personal property, the landlord's insurance does not cover it, and the tenant should obtain renters insurance to protect belongings.
The same Virginia notice must explain that renters insurance does not cover flood damage and point the tenant to FEMA or the Virginia Flood Risk Information System. Standard Virginia renters policies commonly cover named perils such as fire, lightning, windstorm, hail, theft, vandalism, smoke, and accidental discharge of water from plumbing or heating systems. The $158 NAIC figure is a 2023 statewide average, not a city estimate. A Roanoke, Salem, Vinton, Richmond, Norfolk, or Northern Virginia quote can differ because carriers rate the exact address, building characteristics, fire protection, selected limits, deductible, claims history, and other underwriting inputs.

The SCC accepts insurance complaints through its online portal or by mail or fax, not by phone or email. The Property and Casualty Consumer Services team can contact the insurer or agent, review the response against Virginia law and policy provisions, and explain available options; the SCC cannot act as a lawyer or force payment beyond the policy.

Does renters insurance cover a roommate's belongings in Virginia?
A renters policy generally covers property owned by an insured person, not every occupant at the address. An unrelated roommate should not assume another tenant's policy protects the roommate's belongings or liability. Each roommate can ask the insurer whether separate policies or named-insured status is appropriate; policy eligibility and shared-policy rules vary by carrier.
Does Virginia renters insurance cover bed bugs?
Standard renters insurance generally does not cover pest treatment or damage caused by insects because infestation is not a covered sudden peril. Responsibility for extermination can turn on the lease, the cause, and Virginia landlord-tenant obligations rather than the renters policy. Can I bundle renters and auto insurance in Virginia?
